These are<strong> plans to introduce export limits on powerful AI chips to selected countries, including the Czech Republic<\/strong>. This decision has sparked discussions about the impact on the domestic market for computing accelerators. Our company M Computers, as NVIDIA&#8217;s representative for the Czech market in the area of enterprise AI systems, was asked to comment on the current situation.<\/p>\n<p>Commercial Director <strong>Petr Plod\u00edk<\/strong> <strong>gave several interviews<\/strong> to the Czech media in which <strong>he explained the reality of the new measures<\/strong>, refuted some speculations about sanctions evasion and stressed that the situation is not a cause for major concern. quota<\/h3>\n<p>As part of the new US measure, <strong>chips equivalent to 50,000 NVIDIA H100 units<\/strong>, the current top of the range among computing accelerators, can be shipped to the Czech Republic within two years. However, we estimate that <strong>Czech institutions and companies consume a maximum of around 1,000 units per year<\/strong>. &#8220;Even if we allow for a margin, we are still well below the limit,&#8221; explains Petr Plod\u00edk.<\/p>\n<p>The main customers for these chips are supercomputer centres, universities and large technology companies, with most projects in the hundreds of units. The reason for the relatively low consumption is not only the high price of the chips (NVIDIA H100 costs around CZK 1 million per unit), but also the fact that Czech companies do not yet operate large-scale AI clusters comparable to those in Western Europe or the USA.<\/p>\n<\/div><\/section><\/div><div  class='flex_column av-wr1jbv-3211ab1ebe338ed51dfa1c1c0753951a av_one_half  avia-builder-el-12  el_after_av_one_half  avia-builder-el-last  flex_column_div  '     ><section  class='av_textblock_section av-m6jb331u-86066107841852144913ddfc7ab77ff3 '   itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/BlogPosting\" itemprop=\"blogPost\" ><div class='avia_textblock h-decor'  itemprop=\"text\" ><h3>Export restrictions and concerns about illegal re-exports<\/h3>\n<p>One of the main reasons for imposing export limits is <strong>concern about the possible overselling of AI chips to countries under sanctions<\/strong>, such as Russia or China. The Czech Republic has been placed in the second category of export restrictions, leading to speculation that local firms are not sufficiently controlling the flow of computer technology.<\/p>\n<p>However, Petr Plod\u00edk unequivocally rejects these claims:<\/p>\n<blockquote>\n<p>&#8220;<strong>NVIDIA and its partners are pursuing individual business cases. You can&#8217;t just sell AI chips to anyone &#8211; you have to prove who the end customer will be and what the chips will be used for when you place the order. <\/strong>&#8220;<\/p>\n<\/blockquote>\n<p>Any circumvention of the rules would mean the end of business for distributors, as NVIDIA chooses carefully who it works with.<\/p>\n<\/div><\/section><\/div>\n\n<\/div><\/div><\/div><!-- close content main div --><\/div><\/div>\n<style type=\"text\/css\" data-created_by=\"avia_inline_auto\" id=\"style-css-av-7v0hdwb-7b2b396c30e8d293bf136168cfb67b23\">\n.avia-section.av-7v0hdwb-7b2b396c30e8d293bf136168cfb67b23{\nbackground-repeat:no-repeat;\nbackground-image:url(https:\/\/mcomputers.cz\/wp-content\/uploads\/2024\/09\/obrazek_2024-09-14_161618026.png);\nbackground-position:100% 100%;\nbackground-attachment:scroll;\n}\n<\/style>\n<div id='av_section_3'  class='avia-section av-7v0hdwb-7b2b396c30e8d293bf136168cfb67b23 main_color avia-section-default avia-no-border-styling  avia-builder-el-14  el_after_av_section  el_before_av_one_full  avia-full-stretch avia-bg-style-scroll container_wrap fullsize'  data-section-bg-repeat='stretch'><div class='container av-section-cont-open' ><div class='template-page content  av-content-full alpha units'><div class='post-entry post-entry-type-page post-entry-39321'><div class='entry-content-wrapper clearfix'>\n<div  class='flex_column av-1p192b1-2f9967817152934612691b13c0c33e8a av_one_half  avia-builder-el-15  el_before_av_one_half  avia-builder-el-first  first flex_column_div  '     ><section  class='av_textblock_section av-m8db06zw-a1e4adfcc1d8b84c23b18c02aadaf08e '   itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/BlogPosting\" itemprop=\"blogPost\" ><div class='avia_textblock h-decor'  itemprop=\"text\" ><h4>What we currently know<\/h4>\n<ul>\n<li>Regulation sets the framework for the spread of artificial intelligence<\/li>\n<li><strong>The Czech Republic is in the second group (Tier 2) of<\/strong> countries affected by limits on the import of AI chips.<\/li>\n<li><strong>Companies must be in compliance by 15 May 2025 <\/strong>.\n<ul>\n<li>This regulation comes into force on 13 January 2025, however exporters, re-exporters and resellers do not have to comply with this regulation until 15 May 2025<\/li>\n<\/ul>\n<\/li>\n<li>Deliveries that were ordered before May 15, 2025 and are on their way may be delivered without a license if delivery is completed by June 16, 2025.<\/li>\n<li><strong>Comments and suggestions for changes can be submitted until May 15, 2025. <\/strong><\/li>\n<li>The regulation is set to expire at the end of 2027.\n<ul>\n<li>The regulation establishes country-specific limits on computing power, with the maximum permitted computing power for a given period set at 790 000 000 TPP.<\/li>\n<\/ul>\n<\/li>\n<li><strong>The import limit for chip computing capacity<\/strong> is the equivalent of about <strong>50,000 H100 chips or 21,000 B200 chips<\/strong>.\n<ul>\n<li>The regulation applies to all US-made chips (Nvidia, AMD, Intel, etc.) that are designed for servers and professional workstations.<\/li>\n<li>Some sources state that the regulation does not apply to end-user chips (e.g., gaming devices), but other sources claim that it applies to all chips with a theoretical FP32 &gt; 5 GFLOPS, which includes even the most powerful gaming cards (e.g., RTX 4090 with FP32 = 82 TFLOPS).<\/li>\n<\/ul>\n<\/li>\n<li>We currently estimate that there are approximately 1,500 &#8211; 2,000 H100 chip equivalents installed in the Czech Republic.<\/li>\n<li><strong>We are not aware of any export of AI chips from the Czech Republic to Tier 3 countries (Russia, China, etc.)<\/strong><\/li>\n<li>Nvidia already requires several documents before shipping a system from the factory for its most powerful systems (DGX) since 2016:\n<ul>\n<li>End-User Statement &#8211; a signed statement by the end customer that they will use the system for non-military purposes and will not resell it.<\/li>\n<li>Pre-delivery Site Survey &#8211; detailed documentation on data center readiness for DGX systems (site, power, cooling, networking).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div><\/section><\/div><div  class='flex_column av-1986yb1-d5665276ae5375838de4ee5a271fd463 av_one_half  avia-builder-el-17  el_after_av_one_half  avia-builder-el-last  flex_column_div  '     ><section  class='av_textblock_section av-m8dfwcz5-145d6cf3146948ebcf552b330d987204 '   itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/BlogPosting\" itemprop=\"blogPost\" ><div class='avia_textblock h-decor'  itemprop=\"text\" ><h4>End Customer License for Chip Import<br \/>\n&#8211; National Verified End Users (NVEUs) &#8211;<\/h4>\n<ul>\n<li data-start=\"2388\" data-end=\"2416\">The location of the customer is decisive. In addition, there could be a shift of AI \/ HPC infrastructures from Tier 2 to Tier 1 countries, which in the Czech Republic could also affect the largest industrial companies such as \u0160koda Auto or cloud providers.<\/p>\n<p>Importers and end-users will face increased bureaucratic burdens, leading to higher import costs and further weakening competitiveness. Extended delivery times also pose a risk to the use of time-limited grants or ongoing contracts, etc. Uncertainty about possible changes and future terms of supply of AI chips to Tier 2 countries may complicate planning for AI infrastructure investments.<\/p>\n<p>If access to US chips remains limited, Czech companies and research institutions could be forced to look for alternatives in other countries, such as China or Japan.<\/p>\n<\/div><\/section><\/div><div  class='flex_column av-718e4vv-2ab9d7f59246ea45d7f9b9d7d9df0afe av_one_full  avia-builder-el-21  el_after_av_one_full  el_before_av_one_full  first flex_column_div  column-top-margin'     ><section  class='av_textblock_section av-n6bka5-0e3b01215bc757d350833e68429005af '   itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/BlogPosting\" itemprop=\"blogPost\" ><div class='avia_textblock h-decor'  itemprop=\"text\" ><h3>The future of AI computing in the Czech Republic<\/h3>\n<p>Interest in AI technology is growing in the Czech Republic, but <strong>there are no projects that require a huge number of computing accelerators<\/strong>.<\/p>\n<p>Several interesting projects are being prepared in the field of AI computing in the Czech Republic. The national supercomputing centre IT4Innovations is planning a generational renewal of its most powerful machine. Another important project is CLARA, an initiative of CIIRC CTU and IT4Innovations focused on AI computing for medicine. And Seznam.cz also has an interesting number of AI chips.<\/p>\n<p>However, M Computers is committed to the development of AI throughout the region. <strong>We recently received the prestigious<\/strong> <strong>NVIDIA SuperPOD certification<\/strong>, which <strong>allows us to supply<\/strong> <strong>AI Factories<\/strong> <strong>to all countries in Eastern Europe<\/strong>. This concept enables modular computing clusters that can grow from single server racks to massive data centers.<\/p>\n<\/div><\/section><\/div><div  class='flex_column
